Nasce a New York nel 1953. Inizia gli studi alla Philips Academy di Andover, nel Massachusetts, che frequenta dal 1967 al 1971. In questo periodo, Halley avverte l’influenza del testo Interaction of Color del 1963 di Josef Albers, che costituirà un punto di riferimento per tutto il suo lavoro. Dopo gli studi all'università di Yale e di New Orleans, città in cui vive per un lungo periodo, nella metà degli anni ’80 inizia ad esporre a New York. Autore di numerosi scritti teorici, nel 2002 diventa Director of Graduate Studies di pittura alla Yale School of Art. Attraverso l’impiego di geometrie e colori acrilici intensi e accesi elabora un’arte neo-concettuale costruita principalmente su rigide geometrie.
